Disabiling utility manager

Does anyone have any ideas on how to disbale the utility manager in XP. I have tried deleting it and it comes back, I have even renamed it and it comes back. Even if I can't get rid of the utility manager, I would at least like to delete the shortcut. Any suggestions please

What is the "Utility Manager" and where did you find the shortcut?
 
The utility manager is what controls all the accessibility software that is on XP like narrator, and magnifier etc. The shortcut is Windows+U and it opens up the manager with narrator activated

My apologies and I certainly should know that.

This is pretty well hard wired into the setup and would likely take a
registry hack to knock it out. Your best bet for finding an answer would be
the windowsxp.customize newsgroup. I suggest you try your question there.
