DirectX problems

Using the DirectX Diagnostic tool...in the Display page DirectDraw tests ok, but Direct3D Acceleration and AGP Texture Acceleration
are greyed out (unavailable). I've downloaded the latest DirectX from Micrososft. Any suggestions? Using a ATI 9800 128mb video
card with W2k with latest updates. My movies played on WMP or VLC are jerky and get worse when the screen size is increased. When
its tiny (1/4 original size) they video is smooth. Full Screen is impossible. Audio is fine. I used DirectX Eradicator but I have
no idea if it actually removed anything. Afterwards I reinstalled DirectX 9 with no improvement.
