DirectX install problem

Probably not the right newsgroup, but I've posted in the MS DirectX
newsgroup with no response. Pointers welcome!

Over the past year or so, a minority of people (inc. me) have not been able
to upgrade DirectX 9.0b to 9.0c. The installation program exits immediately
apparently without doing anything. I suspect there is something wrong
with my DirectX installation as programs that require DirectX complain, and
I can't do the obvious which is to install the latest version. I've tried
removing and re-installing SP2 and all subsequent updates which seems to go
successfully but makes no changes to the DirectX situation. I've tried
installing in MsConfig diagnostic startup. Cures posted in forums etc
involve dubious third party "uninstallers" and using DirectX zip files that
don't now seem to be available. Anyone know if there is a fix for this,
short of a complete clean re-installation of Windows, which seems a bit
drastic to change some drivers, and is a very major task at this stage in
the game.

Usually if DIRECT X is downloaded,opened to run,it briefly runs,then either
its already installed,or a diffrent DIRECT X 9.0c is installed.Go to
run,type:
DXDIAG Chk the version..

The version reported is 9.0b. That's what I and a number of other people
have been complaining about: the 9.0c installation package will not update
9.0b.

DXDIAG also tells me:
"The file qasf.dll is an old version, which could cause problems.
You should reinstall DirectX to get the latest version."

If only!
