DirectX 9.0c Windows logo Certificate problem

So I bought Sims 2 and I tried to install it but it says I need DirectX 9.0c,
so I start to install it from the disc but it will not allow me to. I need
the Windows logo certificate for it, in order to do that I need to download
windows update which for some reason fails every time. Is there a way I can
just get the certificate without going through the windows update? Or a way
to bypass it? Please help. Thanks in advance.

I also downloaded the installation package from that address and it still
says I need the "Windows logo certificate". Here is the exact message I
recieve:

"The software you are installing has not passed Windows Logo testing to
verify its compatability with Windows XP. (Tell me why this testing is
important.)
This software will not be installed. Contact your system administrator."

I know that the certificate is located in a Windows update however I cannot
download them, when I try I recieve a message saying that the installation
was unsuccessful. I have no idea why it will not install.

Hi Jeff,

Here are a few solutions for the DirectX 9 "Logo Testing" error,
as well as other errors when trying to install patches or updates:

1. Try the resolutions in this recently released MS article:

2. Save and then Open the "DX9 Logo Error" patch on Line 189
for WinXP at: http://www.kellys-korner-xp.com/xp_tweaks.htm

3. Repairing Windows is our final option. Boot from your Windows
CD (you may have to press F12 while starting up, or change the
bootup order in your BIOS) and then follow the instructions at:

Jeff, I suggest you post your issue to one of the DirectX newsgroups where
they actually support DX. They'd be much better suited to solve the issue.

I have the exact same situation and have looked
everywhere for support without luck. If u figure it out
let me know and vic versa

Please report your DirectX issues in one of the DirectX newsgroups where
that software is supported. Be sure to list full details of what you're
doing and what the result is you're seeing.

You might have to change your admin settings to override this. Make sure you
are the administrator, done via control panel\user accounts.
