Dear Sir / Madam,
Please excuse me if this question is inappropriate for
you; Microsoft online product support would not accept my
question.

I have a Windows XP PC with DirectX v9.0.
1) Is it worth updating it to DirectX v9.0b ?
2) My PC is not on the internet; do I need to download the
DirectX 9.0b 'Redistributable' rather than the 'Runtime'
(saving to CD) ? This is implied by the
www.microsoft.com/directx page.

I would go ahead and upgrade to 9. Many new games and even applications
will want you to have it installed. If you PC doesnt have an internet
connetion you will need to get the Redistributable.
