Directory Service error after system state restore

We have one domain controller on our network. I had to
restore the system state files and do an authorative
restore as active directory ntds settings had become
corrupt. The restore worked fine except now I cannot
create new user/computer accounts. I get the
error : "Windows cannot create the object because :The
directory service was unable to allocate a relative
identifier". All FSMO roles appear present and correct on
the domain controller. Users can change passwords and
access resources.

I know you said all FSMO roles appear present but it does sound like it can
not find the RID master. if you have more than one DC i would transfer that
role off to the other and then if you want it on this DC that transfer it
back. Maybe that will clear things up.
