Directory Reverts back to Read Only

I'm trying to create a directory and every time that I do, the directory is
read only. when I remove the read only attribute, it comes back after I
open the properties of the folder. How do I keep this directory from being
read only?

Directories are called folders.

Read-only means nothing for folders. Only a file can be Read-only.

The gray state means...

In
