"Dimmed" commands?

The Navigation Bar, Page Banner & Database commands on the Insert menu are
dimmed. How do I make these commands active? This is my first time using
Frontpage. Thanks.

You need to create a web.

FrontPage changes the features you can use based upon the current situation,
and the settings you choose for browser compatibility. First, create a web
to hold your collected files into and see what becomes available. Other
settings that are dimmed may be enabled by changing the browser
compatibility by selecting | Tools | Page Options | Authoring or
Compatibility (based upon which version of FP you are using) and selecting
the browser requirements you want. Usually setting it to IE only will unlock
a larger number of features, but most of these don't work well with other
browsers.
