Digital ID AND government e-mail

I recently switched from outlook to windows mail. The transition was smooth
other than not being able to reply to e-mails sent from friends with a
government e-mail account. I never had this problem with outlook. Windows
mail is asking for a digital ID. I have already gone into
Tools>Options>Security> and the digital tabs are not selected. I am able to
send them an e-mail but unable to reply to what they send me. It also is a
pain to open what they send me. Help!!!

Is "Digitally sign all outgoing messages" enabled or not?

Do you have a Digital ID?

"Not being able to reply" -- what happens when you try? Any error
message? If so, don't keep it a secret since it will help us diagnose
your problem.
