Digital Certificate and Local User Store

I designed an activex control that checks the local user store to verify whether a user has a valid digital certificate. While it works fine on some users PCs' it doesn't work on others. These other users do have a valid digital certificate from Verisign. Is there some security setting I should be checking on these PCs'

I would assume this depends on how the ActiveX control
is being loaded/hosted and the account being used. These
controls are subject to the restrictions set in the IE security
zones.

The activex control is registered in windows\system32 via a wise installmaster executable and is called from an outlook form via vbscript to verify the users digital certificate. It is loaded on demand via outlook and is hosted on our server.
