Digital camera NOT always recognized

I have my digital camera plugged into a USB port. When I turn the camera ON
the computer does not Always recognize the fact that the camera is plugged
in. In most cases it does but not all the time. When the computer does not
recognize the digital camera, a reboot does fix the problem.
Is there an easier way to male Windows XP "SEE" the camera.

90% of the time, just turning my Camera on does not open the port. If the
camera is already on, then it always does. No reason I have heard on why,
but was a suggestion from tech support for the camera. Now I just use my cad
reader as its much faster.

"CAD reader" Reader that reads things from rotten people ?

Opps I meant Card Reader, have the Sandisk 8-1 USB card reader that can
read up to 8 different type cards. I am surprised that slipped by the spell
checker. Sorry about that !
