I have a client that is using Office 2000 Pro on all of
his machines. He is thinking of buying Office 2003 Pro for
one of his PCs, but is concerned that if he does, the user
will not be able to save his Access work as a downrev
database(like the other PCs will be until they install
Office 2003 in the future.) Does Access provide the
ability to save databases as downreved?

The answer to your question is, "Yes, it can.". The _default_ save mode of
both Access 2002 (Office XP) and of Access 2003 (Office 2003) is Access 2000
file format. Both can save as Access 97, too, if that were an issue, but
they can't modify objects in the Access 97 format database without
converting it.
