Differential routing of mail attachments

In my working environment I receive and send a lot of data. The data is
normally of specific interest to the mail recipient but all people added as
"cc" or "bcc" receive the message and the data.
Is it possible to set up any rules within Outlook to only send file
attachments to the "main" recipients and not to all "secondary" recipients
who simply need to know the data was sent?

No, a message has one set of recipients. If you want two sets of recipients each to receive something different, you need to send two messages

Nope. No mail client I know can do that. All recipients are treated
identically, in terms of message transmission, no matter what recipient
field theyre in.
