Different download speed

Problem: two ISP providers: different file download speed for other terms
being equal. Connection terms are approximately equal: both broviders
provide connection speed up to 2Mbps, one ISP via DSL modem connection,
second ISP - via cable modem. When i download file from rapidshare, and use
DSL modem provider, speed in near 250Kbps, when use cable modem provider,
speed is always only 10-12Kbps. Where is problem? Cable modem provider just
limit speed?

Probably different contention ratios. In other words, more people use each
access node with the cable provider than the other......
