difference between "export" and "publish"

Excuse my lack of knowledge, but when trying to transfer
an entire site to a new computer, what is the difference
between Publishing it and exporting it?

Then when I trasfer the website over to the other
computer, do I publish the entire folder all at once or
do I have to do each file individually?
 
Publish the "Web" and FrontPage will take care of transferring the files.

Publish.
You can publish everything at once, FP defaults to this method.

Importing is the process of creating an HTTP Request for the page. You get
the page as if it was in a browser, not in its' actual format. Exporting is
the process of saving a file or folder from your web to a location on your
hard drive.

Publishing is the process of transferring files from one web to another.

Export just exports that page to a folder...never tried sending it upline. And it doesn't export everything either...kind like what you experience with Importing (you only get some of the stuff). Never used it except to try to create a html email - don't bother.
