publishing vs. converting

I am new at Front Page and was looking through it. While in the folder view
you can right click on a folder... What is the difference between Convert to
Web and Publish Selected Files?

In FrontPage, it looks at files that are grouped within a logical entity
called a Web. This enables FrontPage to relate different files to one
anothere. The Convert function will turn a directory into a Web. Think of a
web as files on a CD. FP will only examine those files on the CD and not the
ones outside it. The Publish feature will take the a file(s) within a web,
and transmit them to your hosted web site.
