During booting I saw the blue Wxp screen but the computer froze at the blue
screen and the words "windows is starting-up" never appeared. Help!

What happens when you boot into Safe Mode?

When did this happen? Did you clone the hard drive and now trying to
boot Windows from the new drive? What did you do the last time you
shutdown? Like install new software or updated Windows perhaps?

Partition G is the partition that will no longer boot and is the first
partition on the drive. Recently I erased partition I so that there would be
more room for J. Partition H still boots. Partition J is strictly data.

Oh... well the boot partition should normally be set to be active. And
the boot drive needs the following files in the root.

NTDETECT.COM
ntldr
boot.ini

And you may have to change boot.ini to use another partition(number).
Usually (1) or (2) is usually right if you have to guess.

Do you have a Linux, Windows install disc, or BartPE to use as a boot
disc to make the required changes?

I previously put the Wxp boot manager on a floppy so I do not need to set the
boot partition as active. With the Wxp boot manager, I can boot any bootable
partition

The files NTDETECT.COM, ntldr, boot.ini are present.
