Dialog boxes disappear

I am running windows xp. When I press Ctrl-Alt-Delete the
dialog box comes up, but when I move the mouse to click on
one of the tabs, the dialog box disappears. The same
thing happens when I go to Run and type in msconfig or
regedit. When the dialog boxes are up and I move the
mouse to do something the dialog boxes diappear. Does
anyone have any idea what is causing this.

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned
in the above link.
