It sounds like your dialing properties are set to "Dial
Automatically" If when you open Internet Explorer it
dials to the internet automatically then i am very
certain that the "Dial Automatically" option is checked.
When outlook is opened it automatically trys to look for
new emails thus causing the internet to dial and connect
to the email server. You can try changing the options in
Outlook to NOT "Send/Receive" on opening Outlook and this
may fix your problem. Another solution may be to set your
outlook for "Working Offline" and then connect to the
internet as you wish.
