You did not mention your OS, so hopefully this will work for you. In control
panel, open Internet Options. Select the Connections tab and check "Never
Dial a Connection". Beware this setting applies to all programs accessing
the internet. You will have to log on manually via Dial Up Networking.

One more thing, on the Outlook menu click Tools, select the Mail Delivery
tab, make sure "Automatically dial when checking for new messages" is NOT
checked.
