Dialer dials at startup

Every time XP loads and starts, the dialer dials my ISP,
even when I have XP configured to load no program. Task
Manager confirms that no program or service is active
other than System services.

How can identify and fix the source of this problem?

Please disregard. I found KB316530 and will try all of its suggestions.
