Dialer-Area Code settings problems

I think I have messed up some registry entry or something about my dialer I use in Outlook. Outlook (ver 2003 at this time) I understand has it's own dialer but uses the settings from XP so to speak. The dialer will dial anything I enter manually, It will obey my local area code settings and dial the local area code along with the number from Outlook but it will not dial a one for long distance on numbers with other area code. Some part of program or some stting is screwd up. It seems like I had this a long time ago but can not remember what I did to repair
I have been working with adware programs and registry fixers, maybe I messed up something inerrantly. Can I repair my XP setup using XP disc or What
