Dial up Ras works, fails on Dial back

We have a 2003 Ras server, one of the modems is a dual channel isdn device.

If a user dials in to the ISDN, then they get a successful login, and the IP
details, netowrk access etc is fine.

If we then change the user to dial back, no other changes at all, we get the
error

Ev ID 20078
The account for user \nigelb connected on port COM5 does not have Remote
Access privilege. The line has been disconnected.

and on the client
Error 734
The PPP link control protocol was terminated.

System log of the RAS Server

With the user set to no dial back
The user nigelb has connected and has been successfully authenticated on
port COM5.

Change back to dial back and..
The account for user \nigelb connected on port COM5 does not have Remote
Access privilege. The line has been disconnected.

The only options are, no call back, set by user, and set by account.

any option other than No callback gives the error.

On a Windows 2003 server you should be seeing the following callback
options:
No Callback
Set by caller (Routing and Remote access only)
Always Callback to

If you choose "Set by caller", then while connecting you should be getting a
dialogue box to enter the callback number on the client. If you choose the
always callback option then the callback uses the number specified in this
option.

Yes, but all we get is the error that I first posted, there are no options,
just Authenticating User, then the error.
