Dial-up RAS on Windows Server 2000 not answering

I am just upgrading from NT Server 4 to Windows Server 2000. On the
old system, the internal modem was used for a user to dial in and
connect.

On the new system, the line rings and the server seems to pick up as I
can hear it squeal as it attempts to handshake, but no connection is
made.

The new unit is a P4 2.66GHz running W2K SP4 as out of the box.

Also, the incoming call goes through the office voice mail system. The
night number is called and after a pause the extension on which the
server is on is dialed. Another pause is in the dialing number to
allow time for the call to be transferred to that extension. The
server would then pick up. This worked under the NT4 setup. Does
anyone have any suggestions to get this to work? I did notice when I
manually called the extension with my phone that the line went busy
just as the modem picked up. There was a click from the modem, the
line went busy, then the modem started to handshake.

I have come across referneces in the MS Knowledge Base and here that
there might be flaws in the RAS Dialup system. Could someone
elaborate on that and could that be what is causing my troubles?

Thanks for the response. I looked at the article. But if I dialed the
number on a phone and listened on the handset and did not hear a
handshake, how would that be related to the hard pause situation? (I'm
not criticing, just trying toi understand.)

Something I thought of that should be perhaps added is that I also
have installed Trend-Micro's SMB Anti-Virus Suite. I believe it loaded
a copy of Apache Server for some of it's functions. Could that be
blocking me as well? I noticed that my attempts of trying to connect
with VPN over the internet are not getting through.
