if you go into his account and delete the internet
connection, that should resolve that issue.

if he doesn't know the login and password to your ISP
he most likely should not be able to reestablish an
internet connection!

one proviso, your child should not be a member of a
powerusers nor the admin group.
also I feel I should mention, (in case you are) do not
surf the web as admin, if a malicous web site gained access
to your pc under your account, they can wreck havoc on
your machine! always surf with a restricted authority
account, unless you are wanting to download and install
drivers etc... this doesn't allow them the authority
to install programs etc..
