dial-up option inactive

win xp 2002 professional, single computer, single account
with all admin rights
the internet connection wizard dispalys only the broadband
connection option enabled, no dialup or LAN
it seems that remote access management service is not
started. I tried to, but it won't - error message 5, if I
remember right, "access denied" or something. It's
dependent only of the Telephony service, which is started
and working ok. Modem ok, in fact EVERITHING ELSE is ok,
hardware and software.
I'm quite desperate, I absolutely need dial-up to work in
48 hrs.
