Dial-up networking 'missing'

Having reinstalled Windows (XP home) dial-up networking appears to be absent!
This is the 2nd time I've run into this problem - previously I solved it by
installing a previous version and then upgrading. Does anybody have any less
time-consuming suggestions? Thanks - Elvis

So you can't go to network connections & create a new one?
What exactly happens?
