Dial-up Networking is Not Working

I am using a homebrew computer. 1.2 GHz P-IV, 128 Megs Ram. Windows
XP pro. I connect to the internet using a Zoom external modem hooked
up to my serial port (series 0269). I know the hardware works because
I'm using it now--under Windows 98. I have mobile racks and can pop
hard drives in and out, so I can also vouch for the fact that the
hardware works under Ubuntu and Freespire, two Linux derivatives.

Under Windows XP, this is sadly not the case. It connects just fine.
The modem dials the number and the setup verifies the account info.
I fire up a web browser, and it looks up and finds website URL's
just fine. Then, nothing. No data transfer occurs. This is true
whether I'm using Internet Explorer, Firefox, an IM program or even
an FTP client.

I've tried updating the driver, turning off the firewall, even
reinstalling the dial-up networking from the CD. None of this
helped.

Any hint as to how I can figure out what's going on? This is preventing
me from migrating to XP, so any help would be appreciated.

I found a way to solve the problem.

I installed a PCI modem that I pulled from another (dead) system.

Don't ask me why a modem hooked up to the serial port won't work
under XP. That, I believe, is something that the developers should
look into.
