Dial up modem, ICS, & client control

I have a computer that I am using in the home office running XP home. I use this computer to connect to the internet (dial - up MODEM) and my wife's new laptop (also running XP home) uses a wireless network to connect to the office computer. The network works fine, no problem sharing files, printing, or accessing the Internet from either computer

Problem: I want a way to control connection and disconnection of the MODEM from the Client computer (Wife's laptop). I have looked through help and it talks about ICS Discovery and Control. Problem is that when I go to Network Connections to try to set this up, the only thing listed is the LAN connection. The directions for ICS Discovery and Control says to "right click on the ICS connection.... (on the client)" which doesn't show up on her laptop. How do I set this up so that my wife can connect and disconnect the MODEM from her laptop, rather than her yelling into me in the office to connect and disconnect for her

It's usually one of these

1. The SSDP Discovery Service has been disabled on the client.

2. A firewall is blocking traffic between the client and host.

3. The "Internet Gateway Discovery & Control Client" has been unchecked in
network optional components.

4. The SSDP Discovery Service or the UPNP Device Host service has been
disabled on the host.

#1 - I tried to set this on the client by going into services.mcs. It was disabled, so I tried to start it and it kept trying to start then it would stop. I got a notice that said something like "This service will stop if it is no longer needed." So I am assuming that it thinks it is not needed. part b - later on in the evening, I discovered that if you go under the "Advanced Network options" in "Network connections" there is a way to start that service (or load it?), but ever since I tried starting it there, my client computer is having issues with explorer.exe starting and being stable. Sometimes it works fine, other times, the Start Menu just freezes

#2 - No firewall between client and hos

#3 - I assumed that you meant the client. I went into the Advanced options menu in network connections and this is check on the client

#4 - Both are enabled on the host

Something that I thought of this morning... I am using a Belkin switch and a Belkin wireless access point (my network consists of the host, running XP Home, a LINUX machine, two clients running 98SE and my wife's laptop (the client in this case) running XP Home) and when I got the switch and WAP a few weeks ago, I decided not to load the SW that came with them in favor of the the resident SW on the host and client(s) to negotiate the network. I am now thinking that there might be something in the Belkin SW that may help me out
