DHCP timeout problem

Hello,
My (homebuilt) computer was getting stuck on the Windows XP Welcome screen for around 2-3 mins. With the help of some excellent suggestion from this group, I found out that DHCP is the culprit. I have the following event in my System Event Viewer:

Event Category: None
Event ID: 1003

Your computer was not able to renew its address from the network (from the DHCP Server) for the Network Card with network address 000D87695DBA. The following error occurred:
The semaphore timeout period has expired. . Your computer will continue to try and obtain an address on its own from the network address (DHCP) server.

Has anybody had a similar problem before? Any way around this problem?
Note that I don't have problem in connecting to interent. I found lots of posts on the internet for this error, most of them involving unable to connect to internet. I guess the machine gets an IP address after the initial timeout. I am having SBC Yahoo DSL and D-Link DWL-514 router. The PC is connected to the router w/ a RJ-45 (ah .. of course !!). The router log, though, doesn't say anything about this event (timeout).

IM not sure if its the WAN or the LAN IP that is trying DHCP. It seems that
you are saying its not the WAN address as you are getting to the net. That
would leave the local area that's not getting the IP. What range in the
router have you set the IP's? Have you set the number of transmitted IP's to
match the number of computers on your LAN?

Thanks for the post. The IP range of my router is arbitrarily set to give IP's from 172.16.0.57 to 172.16.0.177, and there are around 7/8 comps getting served. Of these, only 1 is desktop (my comp), others are laptop.
I initially kept the range pretty low (57 to 77) and there were lot of conflicts and timeouts for even laptop connections. After I increased the range to 177, there aren't any such cases w/ any other laptops. But the problem w/ the desktop remains.
I have tried to give a static IP to the desktop, but it didn'y help.

While I dont have a solution for why you are timing out, is it feasible for
you to just use a static IP rather than using your DLINK router as a DHCP
server ?

What static IP and network mask is assigned to the router?
