There is a service in Windows XP like a DHCP Server that I can install.

I don't see a question in there.

ICS (internet connection sharing) installs a sort of DHCP, but WinXP itself
has no true built-in DHCP server.

Most of Home users use Cable/DSL Routers that include DHCP Server.
There are few 3rd party DHCP server that are software based too.
Example, http://www.billiter.com/
