dhcp not working on lan or wireless

I have a notebook when i try to connect to the lan via dhcp it fails but if i
use a static ip it works fine. i have several machines on the network and
they are working fine /release /renew

when i use dhcp on this notebook it doesnt even try to go off and get an ip
it just says straight away limited
i think its a winsock error is there anyway of resetting winsock for this
machine
