DHCP - How to limit to authorized pc's

Is there a way to limit which computers can recieve an IP
address issued from a Windows 2000 AD Server running DHCP?
My problem is that several of my companies vendors put
their laptops on my domain and are then able to access the
internet / internal network etc. It's a real problem
especially when their laptop is infected with a virus and
shuts down my network with all of the traffic it
generates. Any help is greatly appreciated.
 
Only real way is to manual RESERVE all addresses by MAC
address.

DHCP is inherently insecure and the servers are promiscuous.
