DHCP db move

I am attempting to move a DHCP db from one 2000 server to another 2000
server. I have followed the procedures in MS article 130642. After
completing the procedures (moving .mdb file, registry changes) I am not able
to obtain a lease from the destination server. I have stopped/started DHCP
service, reconciled scopes, deactivated/activated scopes, and
unauthorized/authorized the server. Any ideas, tips, tricks?
 
Besides messages that the server successfully autorized to the domain, there
are no messages in the events log. Yes, I have tried compacting the
database. I am testing and I actually have only one scope in the database.
I'm stumped.
