DHCP and boot problem

I have a WinXP Home PC w/ SP2. Recently, upon turning the PC on, the PC
would boot up and take me to the logon screen, where it lists the 5 user
accounts that are on the machine. Problem is, I cannot logon. It is not
locked up, as I can move the mouse and the CAPS lock key will turn on an off
on the keyboard, but I cannot logon. I was able to get into Safe Mode, and
after some trial and error, have found that if I disable the DHCP service, I
can log onto my PC in Normal Mode. Once I am in Normal Mode, I can turn the
DHCP service back on, and the PC will obtain an IP address, but I cannot ping
any address nor surf the Internet. Even if I put in a static IP, I still
have the same problem. If I leave DHCP service turned on and reboot, the
same problem of not being able to logon appears again. I scanned for
viruses/spyware, but have not found any issues. I even updated the PC to SP3
thinking that may fix the issue, but the problem persists. I am really
stumped as to what to try next. I have also tried the command "netsh winsock
reset," but that did not help either. Any other suggestions? I do not have
a XP disc readily available to try a repair install, so I'm hoping there is
another solution. Thanks in advance!

So, I think that you're saying that this seems to be related to the network.
If you disconnect the network cable, what happens? If it boots properly,
and you can log in, what happens if you then re-connect the cable?

The problem remains even with the network cable unplugged. When I even try
to ping localhost, i get no response from the command prompt.......just a
blinking cursor.

If a computer cannot even ping itself, its network setup is in disarray.
For starters, you should post the results from ipconfig/all.
