DHCP Address Leasing

Hello:

I would appreciate advice on the following DHCP Issue:

1) DHCP has been assigned the scope from "204.168.253.10"
to "204.168.253.253".
2) Exclusion Range is from "204.168.253.160"
to "204.168.253.166".

A) The DHCP Server seems to be leasing IP Address but it
quickly runs out of IP Addresses and seems to only assign
6-10 out of the whole range.

B) We have a Web Server that seems to use up the IP
Address Range when I have about 107 IP Addresses available
to be assigned.

C) I have the set the lease time to "10 Mins" but it seems
that I have go to into DHCP and manually delete the
leases, as they are not renewing or being automatically
leased.

As a result, users cannot login into the system via
DHCP until I manually clear the leases.

Your advice would be appreciated.

The web server (and any other servers) should be set to static
addresses. Is this so, or not?

The Web Server(s) and All Servers are all static. Again,
our DHCP Server has 107 addresses available to assign but
is not.

Your advice would be greatly appreciated.
