Devices: Prevent users from installing printer drivers

There is a security option in Windows XP that prevents users from installing
printer drivers. Enabling this would prevent the installation of printer
drivers from users, but admins would be allowed of course.

By that logic, if you disable the policy, users should ba able to install
printer drivers. My users are not however. Is there a way to allow printer
drivers, and printers to be installed by users without admin rights?

Limited accounts are not permitted to install local directly attached
printers, including printers that use a TCP/IP port. Limited users are
allowed to install network printers.

Will

Mine are not allowed to install any printers, network included. Obviously
something is wrong, but I don't know where to start...
