Device Manager

My device manager is completely blank, I've tried the following so far
without success.
1. Checked that services.msc plug n play is enabled & started & running.
2. Verified the permissions were correct in HKLM>system>CCS>enum.
3. Ran Apropos removal tool didnt find anything.
4. I tried Run sfc /scannow to check the integrity of windows system files -
all good.

Is there anything else I can try?
