Device Manager Fails

I am trying to solve some problems I my brothers D(hell) PC. "keyboard
failure" has been a problem since day one. Often having to reboot imediatly
after start-up to get the device to work. (Wired USB keyboard) Also when I
try to open the device manager window from the System/hardware window on the
control panel, The DM window appears for a split second (if at all) then
dissappears. Anyone have a clue?

If you are having problems with hardware like the keyboard failing
before the operating system even boots, you have a bad system. This has
nothing to do with Windows. Your brother should call Dell and have them
replace the computer or at least the motherboard.
