Device Manager blank - Action Cancelled

When I open the Device Manager it says in the window:
Action canceled
Internet Explorer was unable to link to the Web page you requested. The page
might be temporarily unavailable.

This is driving me crazy. I'm on the edge of reformatting and reinstalling
Windows...

I am running Windows XP Pro with SP2.

What I've done so far to troubleshoot and what I've found:
- Rolled back the registry two weeks which didn't solve the problem. Next, I
undid my registry changes so it was like I hadn't ever rolled it back.
- Had a clean virus scan with all Norton updates.
- Had a clean Spyware scane with all Spybot Search and Destoy updates.
- PnP service is running in the Services pane (I even tried starting every
service which did nothing as I assumed).
- PnP service is setup correctly from MSCONFIG ("Hide all Microsoft
Services" checkbox is not checked and "Plug and Play" is under the "Services"
tab).
- Security permissions are set correctly for the registry key
"HKLM\SYSTEM\CURRENTCONTROLSET\ENUM" (I cannot see the system name in the DM
so its not a security permissions issue; "SYSTEM" account has "full
permissions").
- Ran "SFC /purgecache" followed by "SFC /scannow" to no avail.
- Ran a disk check on my OS partition to fix file system errors; no problems
found.
- Same problem in Safe Mode.

Is there something I can do in the Recovery Console to repair my Device
Manager? If so how would I go about it?

I'm open to any suggestions at this point.
