Detecting Proxy

This is a message I've begun to see a lot lately when sufing the net,
despite the fact that OE seems to works fine. Anyone know why?

IE tools, internet options, connections. Click on your dial up account
settings, turn off 'automatically detect settings'. Check to make sure that
LAN settings also have the same option turned off.
