detecting proxy settings

does my computer have to detect proxy settings whenever i open windows
explorer or anyother web page it is slowing me up! i dont even know what a
proxy is?ill click to open ie 7 and itll hang there for 10-15 seconds
detecting proxy settings any suggestions?

In IE7 go to tools, then options, then connections.. go into LAN and uncheck
"detect proxy settings".
