Detecting open Outlook from VBA in Access

I am looking for a way for VBA to detect if Outlook is
open (running) before posting e-mail to the outlook. So
how can tell if outlook is running using a function?

will let you tell whether a given application is running. You can use the
code in http://www.mvps.org/access/api/api0013.htm to determine the
appropriate class name for Outlook.
