Detect network very slow

OH WHY?
Before setup network my windows runing normal but after
setup network driver, when starting up windows take 2 more
minutes than normal and I can do any think at that time I
meet many time with this trouble but I don't know how to
solve this any body know about it or had solution for
faster please help me my network is workgroup peer to peer
network card is Realtek 139D 10/100Mb driver is correct
and noproblem.

The time delay during booting is probably due to
TCP/IP trying to obtain an IP address from a
non-existent DHCP server.

To prevent this delay, manually assign IP addresses in the
network connection.
