So I believe my computer has spyware. I have got rid of most of it with a
remover, but there is this message on my desktop that covers my background
completely that isn't going away. Its a black screen that says something
similar to "YOUR COMPUTER IS INFECTED, CLICK TO SEE THE TOP SPYWARE
REMOVERS." I can't even see my background, it cannot be minimized or exited
out of, its just there. It's not really a problem, as it doesn't bock out any
of my icons, they are ontop of it, it is just very annoying. When I right
click it and press properties it says
address:file://C:\WINDOWS\Web\desktop.html, type: HTML Document, and pretty
much everything else is unavailable. When I right click on it and click on
source it takes me to notepad and has the whole thing in HTML. Any idea how I
can get rid of this, it is very annoying.

Display Properties> Desktop> Customize Desktop> Web. Uncheck the box next
to the line item for that HTML file that's currently plastered over your
wallpaper. Click OK.

This file is added by spyware. Not sure why it wasn't removed by the
anti-spyware programs you used to clean up your system. Once it's unchecked
in Display properties and removed from the desktop, you can safely delete
the file.

In addition to the other posts, I have had good results running
sysclean from Trend Micro

IIRC the file you need to delete is se.dll
