desktop webpage display not connecting?

i am using xp-home on an hp notebook with a cable modem
connection and have a webpage displayed on my desktop
setup with 'display properties' and the 'desktop' tab
with 'customize desktop' and the 'web' tab.
but when the computer boots there is no display and when
i click on 'refresh' i get the browser error screen ...

requested. The page might be temporarily unavailable."

at other xp pcs that i use and have the same page set up
(and i think its set up the same way on my hp) to display
on the desktop and there is no problem... the screen is
updated automatically when i restart or refresh the
desktop screen.
any ideas?

Do these other machines log online quicker than yours?
