Desktop tab locked

Does anyone have a solution for a locked desktop tab key? I followed the
instructions on the microsoft website to get my desktop tab back, but all the
buttons are grayed out except the color one. I know someone said to go to
the customize desktop option and click on the web settings, but I don't have
a web settings option, only the general settings. I am very frustrated, does
anyone have a solution?
