Lock/Unlock (active) desktop items does not work

Hi all,
There is an option that I'm aware of and want to use, but it doesn't work:
Locking or unlocking the (active) desktop items can normally be done by
either
(1) the context menu "Arrange Icons By" and then "lock items on desktop", or
(2) desktop properties; desktop; "customize desktop"; "web" tab; "lock
desktop items".
Unfortunately, it turns out this has no effect on the actual desktop items:
they remain unmoveable! Not even the gray border that appears when they are
moveable appears.
This is the case with all types of (simple) html or text documents, local or
remote, and combinations of other options such as "Auto Arrange" and "align
to grid".
Does anybody have any clue how this could happen, and better: how I can fix
it?
