Desktop Tab does not work in display properties

When I open the Display properties and click on desktop I get nothing. It goes black and then the desktop tab disappears.

[Enter]

Navigate to...

HKEY_CURRENT_USER\Software\Microsoft
\Windows\Current Version\Policies\System

Delete the item NoDispBackgroundPage
 
Restore the Desktop Tab (Line 128)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
