Desktop shortcuts not working

Hi,
I have a problem with some of my desktop shortcuts. Everything is ok just
after a reboot, but after a while some of the shortcuts simply do not do
anything. I have tried both double click and single click options but it
makes no difference, when they are clicked, the hour glass shows for a split
second to show that the selection has been recognised, but then nothing else
happens, not even an error message. If I select properties, the shortcut is
still pointing to the right place. Sometimes if you persist and click a
number of times, the item might open. I get the same results if I right
click the icon and select "open", although if the item is selected from the
start menu it works fine. This does not affect all shortcuts on my desktop,
but only some, and it affects both program shortcuts and website shortcuts.
It is not a mouse problem, and I have done full scans for viruses and
spyware.
Any thoughts and suggestions would be gratefully appreciated.
